Make this with the Rectangular Marquee Tool. Different colors mean different layers.
Make the shovel with the Elliptical Marquee Tool and the Rectangular Marquee Tool while holding shift.
Using rectangles and the elliptical Marquee tool, finish the shovel
Apply Inner Glow
Apply Bevel and Emboss
Gradient Overlay
Use these settings on all layers except the midpart of the shovel. Use a darker gradient in the shovel layer.
